All Borough Council Meetings and Work Sessions are open to the general public. The meetings and work sessions are held at the Laurel Run Borough Municipal Building located at 100 Dupont Drive, Laurel Run, Pennsylvania  18706. All work sessions at held at 6:00 p.m. on the third Thursday of each month with the monthly council meeting held immediately following the work session at 7:00 p.m.on the same evening- third Tuesday of each month unless otherwise advertised or noticed.

A “finalized/approved” copy will be posted by the Borough Mayor or designee.

REGULAR MEETING OF LAUREL RUN BOROUGH COUNCIL – DECEMBER 17, 2019 - 7:16 P.M.

                   The meeting was called to order by the President, with The Pledge to The Flag, followed by a moment of silence. Roll was taken.

                  MINUTES:  A motion to accept the minutes from the October regular meeting was made by Dennis Hooper, seconded by Shandra Kisailus. Motion carried.

                  TREASURER’S REPORT:  A motion to accept the report for the month of December was made by Dennis Hooper, seconded by Shandra Kisailus. Motion carried.

                  RECEIPTS:  A motion to accept the receipts for the month of December and interest earned on the accounts was made by Dennis Hooper, seconded by Shandra Kisailus. Motion carried.

EXPENSES:  A motion to accept and authorize payment of the expenses for the month of December was made by Dennis Hooper, seconded by Shandra Kisailus. Motion carried.

FIRE DEPARTMENT REPORT:  Jolene reported that she met with the County 911 and she said they will probably be in contact with the Borough regarding funding of the radio upgrade they are seeking.

A motion to accept the report was made by Dennis Hooper, seconded by Shandra Kisailus.

ROADS AND STREETS:  There was no update on Barry Isset’s assessment of the approximate takeover costs to the Borough of Forest Road, as Cynthia was absent.

Shandra said she received an e-mail regarding applying for state gaming grant monies, she asked Cynthia to direct Barry Isett to do so for the paving of Dupont Drive and Oliver Lane.

Jolene said that Steve Kelly quit as third plow truck driver. Joe Delaney was present at the meeting and said he was interested in filling the position at $12.50 per hour. Council hired him. Dennis said he would get the keys back from Steve.

A motion to accept the report was made by Dennis Hooper, seconded by Shandra Kisailus.

BUILDING AND GROUNDS: The Fire Hall roof repair was completed.

The Inventory of Borough equipment has not been done yet. Shandra volunteered to help Dennis with it.

PLANNING AND ZONING:  The written report was reviewed.

Dave Yefko said that he is working on another proposed Rails To Trails Project with the Delaware & Lehigh National Heritage Corridor. He had a copy of the plans to Council to look at. It would go from the Borough to Fairview Township.

A motion to accept the report was made by Dennis Hooper, seconded by Shandra Kisailus.

SOLICITOR’S REPORT:  Shandra asked The Solicitor about ClearBrook PILOT payment. He said he has not heard from Tom Cummings at all. He advised Council to wait until the end of the year to pursue.

NEW BUSINESS:  Shandra entertained the second and Final reading of the proposed 2020 Budget. A motion to accept it was made by Dennis Hooper, seconded by Shandra Kisailus.

A motion to adopt the 2020 Proposed Budget as presented was made by Dennis Hooper, seconded by Shandra Kisailus.

A motion to adjourn was made by Dennis Hooper, seconded by Cynthia Russo.
