All Borough Council Meetings and Work Sessions are open to the general public. The meetings and work sessions are held at the Laurel Run Borough Municipal Building located at 100 Dupont Drive, Laurel Run, Pennsylvania  18706. All work sessions at held at 6:00 p.m. on the third Thursday of each month with the monthly council meeting held immediately following the work session at 7:00 p.m.on the same evening- third Tuesday of each month unless otherwise advertised or noticed.  

 

In the future agendas, minutes and other relevant information can be found on this page.  Please note that agendas, minutes and other relevant information may be modified or updated until approved at the monthly council meeting. A “finalized/approved” copy will be posted by the Borough Mayor or designee.

REGULAR MEETING OF LAUREL RUN BOROUGH COUNCIL SEPTEMBER 15, 2020 - 7:00 P.M.

             The meeting was called to order by the President, Shandra Kisailus with The Pledge to The Flag, followed by a moment of silence. Roll was taken.

            MINUTES:  A motion to accept the minutes from the August regular meeting was made by Dennis Hooper, seconded by Cynthia Russo. Motion carried.

            TREASURER’S REPORT: A motion to accept the report for the month of September was made by Cynthia Russo, seconded by Dennis Hooper. Motion carried.

            TAX COLLECTOR’S REPORT: A motion to accept the Tax Collector’s report for the month of August and pay her commission on the same was made by Dennis Hooper, seconded by Cynthia Russo.

            RECEIPTS:  A motion to accept the receipts from June 17, 2020 to July 21, 2020 and interest earned on the accounts was made by Dennis Hooper, seconded by Cynthia Russo. Motion carried.

EXPENSES:  A motion to accept and authorize payment of the expenses from August 19, 2020 to September 15, 2020 was made by Cynthia Russo, seconded by Dennis Hooper. Motion carried.

ROADS AND STREETS: Shandra noted that Don Totino sent an email shortly before the meeting. It said he will advertise for the Engineering services for the ADA upgrade of the bathroom.

Don also said the paving project could be fast tracked so the advertisement for the contractor can be placed by September 25th. Dennis will follow up with Don on the project.

The sign coming into the Borough grounds needs to be cleaned. If that doesn’t work, it will have to be placed, as it is very dirty.

A motion to accept the report was made by Dennis Hooper, seconded by Cynthia Russo.

BUILDING AND GROUNDS: Dale Hughes wrote a letter stating that some sign on Dickerson Street were missing. Joe and Jolene will access this.

Mr. Hughes also said there is still garbage on Dickerson Street. Shandra asked Joe and Jolene to pick it up with the skidster

The skidster has a flat tire. Council agreed to have the tires foam filled and asked The Secretary to con tact McCarthy Tire about opening an account to have this done.

There is no news on the LSA grant regarding the pole barn yet.

A motion to accept the report was made by Cynthia Russo, seconded by Dennis Hooper.

PLANNING AND ZONING: Dave Yefko reviewed his written report.  A motion to accept the written Planning and Zoning report was made by Dennis Hooper, seconded by Cynthia Russo.

RECREATION REPORT: Juanita reported that she received a check from Dale Hughes.

The Trunk or Treat will be held on 10/31 from 12 to 2. There are 7 vehicles so far. Council authorized candy be purchased for it.

Juanita said there was an emergency at one of the rental of the Borough Buildings. There was no phone available for them to call for help, and no cell service. After some discussion it was decided to run an extension from the Fire Hall to the Borough Building to solve this problem.

A motion to accept the report was made by Cynthia Russo, seconded by Dennis Hooper.

MAYOR”S REPORT: Resident Brenda Bonk cleaned up the bag of garbage that was on Giant’s Despair. It was by her on choosing, The Mayor thanked her. He said that in the future Penn Dot will be contacted, as they were about that garbage. It is up to their discretion if it is picked up.

A motion to accept the report was made by Dennis Hooper, seconded by Cynthia Russo.

 

 

REGULAR MEETING OF LAUREL RUN BOROUGH COUNCIL SEPTEMBER 15, 2020 - 7:00 P.M.(con’t)

SOLICITOR’S REPORT:  The Solicitor said the Ordinance abolishing the Per Capita tax is prepared, he said it will be advertised.

A motion to accept the report was made by Cynthia Russo, seconded by Dennis Hooper.

CORRESPONDENCE:  Council approved the hanging of the plaque in the Borough Building in honor of George Fink.

NEW BUSINESS: Shandra noted that the 5 laptops purchased under the CARES Act are Borough property – not personal property. Justin will prepare the necessary documentation requiring release signatures for them.

 A motion to adjourn was made by Dennis Hooper, seconded by Shandra Kisailus.
