All Borough Council Meetings and Work Sessions are open to the general public. The meetings and work sessions are held at the Laurel Run Borough Municipal Building located at 100 Dupont Drive, Laurel Run, Pennsylvania  18706. All work sessions at held at 6:00 p.m. on the third Thursday of each month with the monthly council meeting held immediately following the work session at 7:00 p.m.on the same evening- third Tuesday of each month unless otherwise advertised or noticed.

A “finalized/approved” copy will be posted by the Borough Mayor or designee.

REGULAR MEETING OF LAUREL RUN BOROUGH COUNCIL – AUGUST 20, 2019 - 7:00 P.M.

             The meeting was called to order by the President, with The Pledge to The Flag, followed by a moment of silence. Roll was taken.

            MINUTES:  A motion to accept the minutes from the July regular meeting was made by Dennis Hooper, seconded by Cynthia Russo. Motion carried.

            TREASURER’S REPORT:  A motion to accept the report for the month of August was made by Dennis Hooper, seconded by Cynthia Russo. Motion carried.

            RECEIPTS:  A motion to accept the receipts for the month of August and interest earned on the accounts was made by Cynthia Russo, seconded by Dennis Hooper. Motion carried.

EXPENSES:  A motion to accept and authorize payment of the expenses for the month of August was made by Dennis Hooper, seconded by Cynthia Russo. Motion carried.

SECRETARY’S REPORT: A motion to accept the report was made by Cynthia Russo, seconded by Dennis Hooper. Motion carried.

FIRE DEPARTMENT REPORT:  Jolene reported that the Department will be holding a chicken BBQ on 9/21 from 1-6. Cost is $8.00.

Jolene also reported that the Giant will be closed on 8/22 for approximately 45 minutes starting at 6:30 for a foot race.

A motion to accept the report was made by Cynthia Russo, seconded by Dennis Hooper.

ROADS AND STREETS:  A discussion regarding the surveys that were mailed to the 7 residents of Dupont Drive and Oliver Lane. Four were received back, 1 was returned undeliverable and two did not respond. An attempt will be made to get one more so the quota will be made to apply for the DCED grant.

Shandra reported that she did not hear anything regarding the multi-model grant.

Jolene said the 2016 Ford was sent to Powell’s, as the sub-frame has ripped from the main frame.

Shandra asked the road crew to investigate dirt being pushed on the side of the lower section of Ridge Road.

There was an issue of ponding on Ridge Road, while the Copeland property’s driveway was being paved. It has since been rectified.

BUILDING AND GROUNDS: The painting of the Buildings has been put on hold due to lack of time.

The Secretary reported that USA Metal will not bid on the Fire Hall roof and she did not hear back from Garvin Metal or Star Construction. Rich Yurkin said Petroski was too busy to do the roof.

There have been no bids received from Integrity Builders or Star Construction for the bathroom remodel.

A motion to accept the report was made by Cynthia Russo, seconded by Dennis Hooper.

PLANNING AND ZONING:  The written report was reviewed.

REGULAR MEETING OF LAUREL RUN BOROUGH COUNCIL – AUGUST 20 2019 - 7:00 P.M. (con’t)

FINANCE REPORT:  The Treasurer suggest that the Giant’s Despair Fund balance which is approximately $315.00 be transferred to the General Fund and that account be closed, as it incurred a $3.00 dormancy fee last month. A motion to do so was made by Cynthia Russo, seconded by Dennis Hooper. Motion carried.

A motion to accept the report was made by Dennis Hooper, seconded by Cynthia Russo.

CODES COMPLIANCE REPORT:  A quote of $75.00 fee hour for BHW to serve as Codes Compliance Officer was received. A motion to appoint them as such for that rate was made by Cynthia Russo, seconded by Dennis Hooper. VOTE #1 If the Officer receives a complaint, he shall get authorization from Council to pursue prior to investigating it.

SOLICITOR’S REPORT:  The Secretary asked the Solicitor if he heard anything from Clear Brook regarding the PILOT payments for 2019. He said not yet.

A motion to accept the report was made by Dennis Hooper, seconded by Cynthia Russo.

CORRESPONDENCE:  A motion to accept the Correspondence was made by Cynthia Russo, seconded by Dennis Hooper. Motion carried.

NEW BUSINESS: The Secretary told Council she would like to replace Newco and Newell Fuel with Chet’s Burner Service and Bob Williams Oil Service for boiler cleaning and fuel delivery respectfully. Council agreed.

A motion to adjourn was made by Dennis Hooper, seconded by Cynthia Russo.
